BOARD SPECIAL MEETING MINUTES

A. Call To Order/Roll Call

       Meeting called to order at 1:30 p.m. by President Davis at Welch Comer’s office.

       Present:             Jack Berger, Director/Vice President

                                 Tom Crimmins, Director

                                 Linda Davis, Director/President

                                 Richard Fairhurst, Director/Secretary

                                 Maimie Moore, Director

       Staff Present:      Phil Boyd, District Engineer

                                 Bob Covington, District Attorney

                                 Mike Galante, District Manager

       Visitors:             None

B. Agenda Items:

1. Capitalization Fees:

Set Capitalization Fee for one-inch and smaller water service (1 ER) at $2,700.00 effective immediately.

Director Crimmins – motion, Director Berger – second.

Approved unanimously.

Engineer to develop fees for services larger than one-inch for next regular meeting.

2. Rate Structure:

Staff to develop rate structure to recover expenses, fund depreciation, and promote conservation.

3. Conservation Plan Draft Review:

Approve draft plan with additions.  Idaho Department of Water Resources hearing on 2 CFS request will be 03/21, 03/22, and 03/23/06.

Discussed hearing strategy.
